Harwood Civic Association Mission Statement
The Mission of
the Harwood Civic Association shall be to build community awareness
and spirit in the geographical area known as Harwood. Other
purposes may include but are not limited to:
a. Addressing the concerns and problems involved in matters
pertaining to land and natural resource utilization in the Harwood
area specifically and South County generally.
b. Advocate on behalf of the membership, the Association’s
position concerning changes in zoning laws applicable to the greater
Harwood area.
c. To seek cooperation and compliance with all zoning laws by all
developers of real estate in the greater Harwood area.
d. In general to promote the interest of the membership with respect
to county and state planning, development, and use of real estate in
the area so as to preserve our quality of life.

Harwood Civic Association
Communications Committee
MISSION: The Harwood Civic
Association Communications Committee serves the membership, various
committees and board of the HCA with high quality written and
electronic communications that promote the goals and activities of
the organization in the hopes of preserving and enhancing the way of
life cherished by the residents of Harwood.
MEMBERSHIP: An elected member of the board shall be chosen by the
board to serve as chairperson. A co-chair may be chosen by the board
and additional members may be drawn from volunteers among the
general membership.
RESPONSIBILITIES: The responsibilities of the Communications
Committee include, but are not limited to, the following functions:
1. Preparation and dissemination of the Harwood Civic Association
quarterly newsletter
a. Researching topics for articles
b. Interviewing newsmakers
c. Writing news stories and feature articles
d. Layout and graphic design
e. Copying/Printing
f. Mailing/e-mail distribution
2. Preparation and oversight of the Harwood Civic Association web
site
a. Initial design and content provision
b. Monthly review and updates
c. Submission of news items and photographs to be included on
the site
3. Preparation and dissemination of press releases, issue alerts,
and promotional materials for HCA events
4. Telephone Canvas Implementation
a. Maintaining updated membership lists with contact
information
b. Organizing volunteers to make telephone calls
c. Preparation of scripts for telephone canvassers
Harwood Civic Association Events
Committee
MISSION: Develop and execute annual events designed to enhance
Harwood’s sense of community and educate its citizens on relevant
issues and history.
MEMBERSHIP: An elected member of the board shall be chosen by the
board to serve as chairperson. A co-chair may be chosen by the board
and additional members may be drawn from volunteers among the
general membership.
RESPONSIBILITIES: The responsibilities of the Events Committee
include, but are not limited to, the following functions:
1. develop ideas and schedules for events, seeking endorsement by
the board prior to executing detailed planning;
2. conduct detailed planning for events, including scheduling,
activities and food;
3. seek and coordinate the help of volunteers to support the setup
and conduct of events;
4. coordinate purchase of event materials with the HCA Treasurer;
5. work with the communications committee for advertisement and
publicity;
6. recognize volunteers for their help; and,
7. discuss with the board potential liability associated with an
event.
Harwood Civic Association Finance
Committee
MISSION: Manage the financial
resources of the Harwood Civic Association
MEMBERSHIP: The Treasurer of the
Harwood Civic Association shall serve as chairperson. A co-chair
shall be chosen from the board and additional members may be chosen
from the general membership.
RESPONSIBILITIES: The
responsibilities of the finance
committee include, but are not limited to, the following functions:
1. Develop an annual operating budget.
2. Present a yearly financial report to the membership.
3. Provide quarterly financial reports to the board.
4. Prepare and submit federal and state tax returns.
5. Prepare and submit state property reports.
6. Establish and monitor all banking transactions.
7. Perform accounts payable functions.
8. Perform accounts receivable functions.
9. Maintain and make available the financial records for auditing
purposes as required.
10. Advise the President :of the Harwood Civic Association on
financial matters that should be brought to the attention of the
board.
Harwood Civic Association Government
Affairs and Land Use Committee
MISSION: The Government Affairs and Land Use Committee works to
preserve the rural character of the Harwood area.
MEMBERSHIP: An elected member of the board shall be chosen by the
Harwood Civic Association (HCA) President to serve as chairperson.
The President shall serve as co-chair of this committee and
additional members may be drawn from volunteers among the general
membership.
RESPONSIBILITIES: The responsibilities of the Government Affairs and
Land Use Committee include, but are not limited to the following
functions:
1. Preparing Harwood specific plans further clarifying the goals of
the South County Small Area Plan (SCSAP).
2. Tracking implementation of the SCSAP, which provides local detail
for implementation of the AA County 1997 General Development Plan,
in order to insure proposed land-use and other resource proposals,
meet SCSAP plan objectives;
3. Surveying HCA members regarding their desires for the future of
the Harwood area.
4. Serving as a resource for HCA members in resolving land-use or
other problems that arise.
5. Preparing position statements on land use and other resource
issues for approval by the HCA Board for presentation to relevant
governmental bodies or to the press.
